資質准入類合規要求

車輛資質要求

新能源叉車屬於場(廠)內專用機動車輛範疇,屬於特種設備,投入廠區使用前需按規定完成法定檢驗檢測,取得特種設備使用登記證明,在車身顯著位置粘貼檢驗合格標識。不得使用未經檢驗、檢驗不合格或者私自改裝拼裝的新能源叉車,車輛技術參數需與登記備案信息保持一致。

操作人員資質要求

駕駛新能源叉車的人員需取得對應品類的特種設備作業人員證書,持證上崗,作業時需隨身攜帶證件備查。企業需定期組織作業人員參加安全操作培訓與資質複審,未取得資質的人員不得獨立操作叉車。

作業過程合規要求

作業操作規範

叉車作業時需嚴格遵守廠區內部通行管理規定,按照限定速度行駛,嚴格執行荷載要求,不得超載運輸、超高堆放貨物,嚴禁違規搭載人員。作業過程中需與周邊作業人員、設施設備、建築牆體保持足夠安全距離,轉彎、倒車、經過路口時需提前鳴笛示警,確認無風險後再通行。

作業環境適配

廠區需配套符合安全標準的新能源叉車專屬充電區域,充電區需遠離易燃易爆存儲點位,配備合格的消防設施與絕緣防護用品。充電時需關閉車輛總電源,不得在作業通道、消防通道、疏散出口等區域臨時充電,充電區域不得堆放無關雜物。

運維與安全管理合規要求

日常運維要求

企業需建立新能源叉車全生命週期運維臺賬,定期對車輛的電池系統、制動系統、轉向系統、警示裝置等核心部件進行排查檢測,發現故障立即停用檢修,不得安排帶故障的車輛投入作業。廢舊動力蓄電池的處置需符合危險廢物管理相關規定,不得隨意丟棄或者交由無資質的機構處置。

應急管理要求

企業需制定新能源叉車專項應急預案,定期組織相關人員開展應急演練,配備適配的滅火、應急救援物資。一旦發生電池漏液、冒煙、起火等險情,需第一時間疏散周邊人員,按照預案規範處置,同時按要求上報相關監管部門。
